When something is discussed between two people but the message is misunderstood, who is at fault?

The onus (responsibility) of getting the message across accurately lies with the person who is giving the message. It is up to the Sender to communicate effectively, in order for the Receiver to understand the message the way it is intended. But many things can get in the way of having your message clearly understood:
